Beck said in a statement Thursday that he's assigned the three officers involved to remain home until the investigation ends, when they may receive discipline or further training.
The nearly hour-long pursuit ended with 51-year-old Newt Beaird of Oceanside crashing his Corvette into another car and seriously injuring one person.
The Corvette spun onto the curb. Beaird got out, walking behind his car while briefly raising his hands with his back to officers when he was shot. He was declared dead at a hospital.
Beck did not say how many officers fired or how many times they shot.
