The deputy saw a 1993 blue Honda Civic stopped on Howard Street with an adult male driving it, later identified as Austin Edward Neuroth, 35 years old, from Eureka. The deputy saw Neuroth stop in front of a residence on Howard Street and appeared to conduct an illegal drug transaction with an adult female at the residence. The deputy asked Neuroth if there was anything illegal in his vehicle, and Neuroth admitted to having a syringe in his shirt on the passenger seat of the car.
