To Redway Property owners and residents in the Redway Community Services District: Public Notice of Proposed Sewer and Water Rate Changes, 45 day notice as required by California Law.
The board of directors and staff of the Redway Community Services District are continuously working on ways to control operating costs while making long term plans to maintain and upgrade Redway’s sewer and water infrastructure. Although we constantly work at controlling operational expenses, costs to keep all the systems for Redway’s water and sewer service increase at 3 to 5% per year. Ever increasing fees for and regulatory requirements are among the added costs to our operations that are beyond our control. Our last sewer rate increase was in 2008. The last water rate change was in 2012, when a tiered rate structure was implemented.
Although the board and staff of RCSD have made ongoing efforts to control operational costs, we are concerned about ensuring the viability of our systems. Many areas of the sewer and water lines in Redway are quite aged and need repairs, constant maintenance and upgrading. In reviewing our Sewer and Water Budgets for the upcoming fiscal year, it is clear that an adjustment to the fees are needed to maintain, replace and upgrade the sewer and water systems of our District. At its monthly meeting on August 21, 2013 the following rate changes were proposed.
Sewer fees: Current Proposed
Residential: $ 28.
Commercial: A 32.50 38.50
Commercial: B 34.70 40.70
Commercial: C 35.75 41.75
SEF fee: 2.75 5.50 (This is our Capital Improvement Fund)
The proposed sewer rate changes include an annual increase of $1.00 per year, for five years for the sewer fees, and an additional $1.00 per year for the SEF fees for 5 years.
Water fees: Current Proposed
Residential base rate $ 17.50 $ 19.00
Commercial base rate 17.50 19.00
SEF fee: 2.50 5.00 (Capital Improvement Fund)
The proposed water rate changes include an increase of $.25 (twenty five cents) per 100 cubic feet to the tiered rate: see attached table. The SEF fees will be increased by $1.00 per year for five years. Also, at the Board’s discretion, the base rate may be raised by $1.00 per year for five years.
As a property owner or ratepayer in the Redway District you have the right to protest this rate change; a fifty percent plus one majority would cause this rate change to fail. To register your protest you must provide written notice to the District and include your name, address, parcel number and signature to the District office prior to the date of the public hearing.
The public hearing is to be held at the RCSD office, 1150 Evergreen Road, Suite 2; On November 13, 2013 at 5 p.m.
