”The groups and individuals I met on my recent ‘tour' were overwhelmingly ‘travelers.' They expressed that they were not homeless, that they were ‘passing through' (although some have been in our area for weeks/months) and that it is their choice to live as they do. What I heard from local businesspeople and individuals is that they are concerned about the behavior being exhibited by many of the above groups/individuals, not the fact that they are here. I believe that a number of the ‘travelers' are aware of this fact but do not feel inclined to change their behavior.
”So perhaps the single most effective approach is for the community to make it clear that such behaviors as camping illegally on the edge of town, defecating/urinating in public places as well as in the illegal camps, blocking sidewalks, aggressive panhandling, rampant hard drug use and drinking, etc. are not welcome in our community.”
