The directors of the Redway Community Services District held their first regular meeting with new business manager Debra Evans. Evans has now transitioned into the job formerly held by Troy Harrington-Dean. The move has been in the works for some time, since Harrington-Dean told the board that she wished to become a part-time employee. She trained Evans and has taken over some of the jobs formerly done by Evans.

In going over the monthly financial reports, board members John Rogers and Linda Sutton asked Evans to give a presentation on the district's various funds and accounts, including their history and how they are used. In the discussion it was suggested that the presentation be combined with a presentation by the county treasurer. The district has several accounts with the county because of the favorable interest rate. However, having both presentations at once seemed a lot of take in, so it was decided that Evans will do a presentation on the details of the district's finances at the February meeting and the county treasurer will be invited to educate the board at the March meeting.

Operations manager Ken Dean told the board that he believes the water treatment plant project is 80% complete at this point. He noted that the main switch gear is in place and waiting for power. The conduits that will house the electrical wires is expected to be completed within the next two weeks at which time the electrical wires between the controls and the equipment will be installed. The fencing and pump cover has also been installed around the new backwash facility. He expects that the backwash tank will be filled this week. The water storage tank will be painted, weather permitting, when the electrical conduits are in place.

At the wastewater treatment plant, a new roof is under construction for the septic tank. Recent changes to the discharge permit require additional chemical and physical monitoring of the treatment and discharge water and the treatment process is being modified to reduce the presence of chemicals in the effluent.

Dean said also that the storm that began on Wednesday had been milder than anticipated and that was good in terms of working on the projects. He had heard from Waterworks and it appears that the project will come in under budget. About 75% of the funds have been expended and the project is anticipated to be completed by the end of March.

Board member John Rogers asked Dean about the impact of the rain on the facility. Dean said that as of Wednesday, the river flow was only 3/10ths of an inch above the low flow of last year.

The district's surveyor, who has been working on old boundary issues with the owner of property adjacent to the water treatment plant, is meeting with the county to see if it is feasible to do a lot line adjustment. Part of a district building has been sitting on the owners' property for over 30 years and the mistake was only recently discovered. At the suggestion of board member Art McClure, Dean asked the surveyor to see if the county would accept a lot line adjustment proposal before proceeding with one.

The board also continued its review of ordinances, with an eye to updating them to current circumstances. Once they have read the entire packet of ordinances, a sub-committee will attempt to make changes and adjustment to language to bring more clarity to the intent of each ordinance.
