The Humboldt Local Agency Formation Commission will conduct three public hearings on Wednesday, March 20, at 9 a.m. in the board of supervisor's chambers, Humboldt County Courthouse, 825 Fifth Street, Eureka, to consider the following items:

Garberville Sanitary District: Municipal Service Review - The commission will review and consider a draft Municipal Service Review for the Garberville Sanitary District, which provides sanitary sewer and water services to the town of Garberville and surrounding areas. The commission will also consider a separate draft resolution adopting the municipal service review determinations, pursuant to California Government Code Section (GCS) 56430. The following CEQA exemptions are proposed: 1) Statutory - 15262; and 2) Categorical - 15306.

Garberville Sanitary District: Sphere of Influence Update - The commission will review and consider a draft Sphere of Influence update for the Garberville Sanitary District. The draft report considers reductions to the existing sphere of influence boundary and designations of water-only sphere areas. The commission will also consider a separate draft resolution approving the report recommendations to modify the sphere of influence and make related determinations as required under GCS 56425. The following CEQA exemptions are proposed: 1) Statutory - 15262; and 2) California Code of Regulations Section 15061(b)(3).

Proposed Budget for Fiscal Year 2013-14 and Fee Schedule - The commission will review and consider the proposed budget for fiscal year 2013-14 and fee schedule. The following CEQA exemption is proposed: Statutory - 15273.

At the meeting, the commission will consider all oral and written testimony of any interested persons or affected agencies. Pursuant to state law, only those issues that are raised at the public hearing described in this notice or in written correspondence delivered to the commission at or prior to the public hearing may be raised in any legal challenge to the actions taken by the commission.
