Another initiative to decriminalize the use, possession, cultivation, transportation and distribution for sale of marijuana failed to gather enough signatures within the prescribed time to qualify for the November ballot.
This initiative would have created a California Cannabis Commission to regulate commercial cultivation, processing, testing, transport, distribution and sale, including facilities for on-site consumption and smoking in public.
It would also have exempted from regulation or taxation possession of up to three pounds of marijuana for personal use. It would have left in place laws regarding use by minors of marijuana and driving while impaired by marijuana.
